The product of this phase is the foundation for all subsequent development activities. The analysis phase is often called a Front-End Analysis. Make sure that the performance improvement initiative ties in with the organization's vision, mission, and values.

Things to include:

1. RUPS Problem Statement - in third person
2. Gap Analysis
3. Root Cause
4. Analysis Report Template - Needs Analysis, Task Analysis, Performance Analysis
5. Don't forget that you can survey first as well....
